Steven Foster appointed CEO of Mercy General Hospital
A career fueled by education and expertise
The University of Houston-Clear Lake (UHCL) proudly announces Steven Foster's promotion to chief executive officer of Mercy General Hospital in California. Foster, a 2006 graduate of UHCL's dual Master of Healthcare Administration (MHA) and Master of Business Administration (MBA) program, has achieved remarkable success throughout his career.
After earning his dual degree from UHCL, Foster began his career with a fellowship at MD Anderson. He quickly advanced through key leadership roles, including chief operating officer in medical tourism, and held positions at Universal Health Services and CommonSpirit Health. He further developed his leadership skills at CHI St. Luke’s before assuming the CEO role at Mercy General Hospital in October.
Foster attributes much of his success to his time at UHCL, where he chose the Healthcare Administration program for its strong reputation and dual degree options.
“It was the only option for a healthcare professional at the time, and I am proud to be both a student and an alumnus,” Foster said.
While at UHCL, Foster also served as vice president of the Healthcare Administration Student Association, where he built valuable connections within the healthcare community. He credits Dr. Phillip Decker, professor of healthcare administration, for profoundly influencing his career.
"Dr. Decker’s passion for teaching and focus on leadership competencies helped me develop the essential skills that have shaped my career,” Foster said.
Foster also highlighted the strong alumni network at UHCL, describing it as a "family" that continues to support his professional growth. His journey from a dedicated student to CEO reflects his commitment to healthcare excellence and leadership.
Foster’s time in the MHA/MBA program provided him with the necessary tools and skillsets to navigate the complexities of healthcare administration.
The program has evolved and maintained its respect within the community, and I am grateful for the opportunities it has afforded me.
In his new role at Mercy General, Foster is excited to serve a larger community and work with a diverse team of healthcare professionals.
"I look forward to crafting a culture that encourages engagement and excellence in patient care," Foster said.
